With oily skin you have to be careful not to over wash it as you can end up drying it out causing it to secrete more oil to compensate. Avoid soaps as they dry the skin and cause a backlash of oil. Also avoid washing with hot water as this increases oil production. Try using a soap free wash once a day for your body and twice a day for your face. If you use a moisturiser, make sure it's oil free.
Oily skin can be hormone related. If you are still in your teens/early 20s then hopefully you will grow out of it. You could try some kind of contraceptive pill if you're female. Perhaps ask your doctor.

U will have to use alcohol base cleanser to remove excess oil from ur face better than just soap.
