They're just pimples, zits, whiteheads, acne, whatever you want to call them. To prevent them, he should wash those areas thoroughly and regularly. Use an exfoliator to get rid of dead skin cells and embedded dirt (make sure to follow package directions). Afterwards, use an astringent like witch hazel to close up the pores. If the acne bothers him, he can use a special cleanser like Clean 'N Clear or Clearasil to help clear it up. If that doesn't work, the Proactiv system is the best way to get rid of acne. (Clearasil's cheaper.)
I have the same exact issue. The spots are on my leg and I have no clue what they are. Atleast I'm not the only one who has them...
